Is there any difference in the rear bumper brackets from a 41-46 Ford to the 47-48 ?
I have a friend with a 46 Ford and he has some brackets from a 48 that wants to know.

There shouldn't be, I be more skeptical of them not being the same if you were talking about rear bumper irons.
