Yup, that's what it is. The ground electrode was a pin in the side of the plug and this tool was designed to push or pull the pin.

That tool was nicer than my home made one. The n57r and other such numbers were what needed that. In the beginning, they used those in blown fuel. They were replaced with standard gap plugs so if the tip burnt off, you might save the engine. I sold the last of those I had to Frank Mazi for his blown gas opel.

The tool was made by Champion, its stamped on the side I didnt show. I called Champion and asked them which plugs to use and they sent me several boxes of plugs and the gapper. I think that was 1962. The little guy dont get deals like that anymore.

This really is a what is it. We are cleaning out my Father-in-Law's house and I found this in the junk drawer in the garage.  He passed away a month ago, so cannot as him.   Looks kind of like it used to lock down when it was squeezed.  One side has two tips and the other has a single one that is between the others.  About 3 inches long.
