I know someone here will know this.  Found this  in tool drawer, sitting in the back of drawer hiding.

The 'M' suffix on the Snap-On ratchets denotes military spec, or military property.  The stepped tool might be a common design - but mine (Red) came with a Mallory Dual-Point dizzy.
My project is 90% finished, with only 90% to go.

You guys are both correct on the plastic tool use. Timing MAX advance setting of a Mallory dizzy This one is a Mallory piece. Name molded in.

That is from a long time ago for me.  I have used MSD for decades.

I have wound up racking my brain on this every time I come here, but for the life of me, I can't remember where I have seen one of those gadgets or what it is a part of.  It sure looks familiar, though.

Dad gave me that in an old bolt can, says its a hop-up for a 3/4 HP Briggs. From the "Hey, lets everybody put washing machine engines on our bicycles!" age. Thats right after the clothes pinning playing cards to the fork stage. He used the word throttle but folks call it choke plunger or fuel enrichment valve. I believe the engines are called hit-and-miss. Anyway, that part was said to get over 1HP out of a 3/4 HP stocker. As a kid, Dad was the type to nail some boards together, mount a small engine, find wheels and cobble up steering to go for a ride just because he found something like that.
