Yes its cheaper to register a car then pay $12-$14 a person entry fee each day. With a registration you get two passes for all weekend.
For motels, there are plenty of fairly new motels just off exit 16 of Interstate I64 that are in the good part of town and about 10 miles to the Fairgrounds.
