That should help !

I seem to recall the TV show "Myth busters"  tested many item on the open market that claimed to block the license plate view when a flash photo was taken.  I think the end result was none of the items worked as advertised.

Our drivers at work are having problems with red light cameras in Hannibal, MO.  When the contract company put in the cameras they also decreased the yellow light interval to less than 2 seconds.  Subtract .75 second reaction time (what they teach as 'normal' in drivers ed) you have 1.25 seconds to stop an 80,000lb vehicle in a 45 or 50mph zone.  It's a wonder they don't have chain reaction accidents at those intersections on a daily basis.

That is the way to make red light cameras work. make it impossible to stop before the red light comes on. They caught a state rep with one here in Toledo, and he now has a bill in the legislature to outlaw red light cameras. The big cities are fighting it, because of the "lost revenue" from cameras that were not installed for revenue, but to "reduce accidents". By the way, they have reduced the red light running accidents by half, but the rear end collisions have incresed by a factor of five.

Our city put a red light camera in at the worst collision intersection in town. They make a good buck at it but it has also cleaned up the traffic at the intersection. You will only be ticketed if you ENTER the intersection when red. No quick yellows ,but it still gets a bit spooky at that intersection. Used to be accidents from people trying to make a left turn when the light was yellow getting nailed by people accelerating to make the light .
