I am reading two different questions blurred into one. Converter stall / slip above or below 2k RPM ....and lock up of the converter clutch in the 700r4.  Two very different items.

A 2k stall converter has more slip under the 2k RPM than a standard type converter for a v-8.  A standard converter would be in the 1300 -1500 RPM range. The converter is less efficient at transferring power than a lower stall RPM converter.

The converter lock-up clutch puts the converter into a 1-1 ratio with the engine RPM. No slippage , zero , zip , nada.

When you step on the gas harder as you drive down the road IF the converter clutch is locked up... it will feel exzackly like a manual tranny.

Your question on : "what or when does the converter unlock or lock up?"  .. that is directly related to how the tranny was setup.  You tell us.  Or ask your trans guy and then tell us... until then it a guessing game for me and I ain't no good at that.,
