What is the proper tv cable adjustment for the GM 350 trans ?

It is just a kickdown cable. At carb, pull to WOT and set it.

as mentioned ;  full pull of the detent cable at WOT is the place to begin.  You can have the cable pull less if the kick down to a lower gear  is a bit sensitive.
