I have one on my 37 Chevy p/u and when I went to leave the local cruise in last night the lights were flickering but when I got home and put a meter on it the voltage was normal, fired it up this morning with the meter on the battery and it went up to 14.8 for a couple minutes then would stop charging and then start again for another few minutes then stay on. Could this be a regulator and looks to only happen when cold.

You describe a faulty regulator...  Could also be a bad or loose  connection

I think I have found the problem, wiggled the two wire plug and got it to act up.
