Matt, the only thing I have to add to the tree question is that as long as a tree is alive in good shape and a storm takes it down, a home owners ins. policy will cover it. If the tree is dead, it's the property owner's liability.

I betcha its the person who speaks up that becomes responsible. My plan is to wait for it and allow her to do all the raising hell. All I have to lose is a section of fence thats falling over and if it were gone I would not care. A mess in the yard is something I know how to deal with but guy over the fence is not. I would want an officer standing between me and him for any communication. I don't think it will hurt the fence between mine and his but between mine and hers it will probably be flattened. Good riddance, I have cut vines off my side for two decades but her side is covered and it rotted.

The city does cut limbs away from lines yearly on the rest of the subdivision's easements or alleys if they were clear but the space between fences grows wild. Theres a boatload of buried utilities on my side of the fence but no overhead lines nearby. When the ice storm of '09 ripped all the limbs off all the trees, dog neighbor's insurance paid to knock down dangerous stuff but I had to chainsaw and haul the rest. The fence is so close to the trunks it doesn't get hurt much. I believe the top half of this one will fall and finish off the fence. I'll let it and wait.

We bought our house in 08, and it had a dead oak tree near it, with limbs over the yard towards the house. In 2010, we came home one afternoon to see said tree toppled over onto our house. It poked a hole through the soffitt and roof, but missed the attic. Our insurance company paid to repair it and the section of split rail fence. I don't think they knew that the tree had been dead for years. I wanted to cut off some of the lower branches, but just never had time.

We paid our $1000 deductible, and they contacted a restoration company that subbed all the work. They got one company to come and replace the rain gutters on the front of the house. I was at work, and my wife worked from home. She walked out to see how they were doing, and noticed that they had taken down ALL the rain gutters (hip roof) and were replacing them. She told the foreman that they were supposed to only do the front. He said "well, now you're getting all new gutters." All seamless. Cool.
I survived the Hyfrecator 2000.
