It looks like a motise maker, a square chisel with a drill bit to make square holes such as motise &teneons

I found it yesterday while looking in a cabnet that was loaded with 2bl carbs and chevy dizzys. Lady was getting rid of some of her husbans stuff I told her I would try and find something out for her.

That looks like a mortise attachment for a drill press. I have on just like it made by Delta.
