The owner of this 54 3100 does not like the beaded fender welt on the fenders. So I need a suggestion on what to use instead. I have been thinking along the lines of a rubberized cork. The only premade stuff I can find is a heavy tar paper, and that doesn't impress me.

I do not know for sure, but I think without the bead on the welt, the irregular gap between the body and fender will stand out like a zit on the end of your nose.  A spongy material like some of the soft weather stripping might work.  Just my thoughts.

I used beaded welt on the 53 chevy years ago. The life span of that product exposed to the elements is a problem. On the 51, I spent extra time making the fender flange flat as to not leave a gap. There still is a radius that small rocks can land in so I didn't come up with a perfect solution. You can caulk the flange but that may bot be the look he is after. Did he provide enough guidance so you know where he wants to end up?

An upholstery shop can make up a beaded welt the same color as the truck and it will blend in. Also I think Juliano's sells colored fender welt. Maybe if the welt blends in the owner wouldn't mind it.

I used Juliano's on the 53.

On the F1 they do not and I am considering setting up the flange there with a shallow lip to partially obscure a D shaped universal stick on weatherstrip. Just below it, so you see a close gap but stuffed with rubber. That can jostle around.

In your case, if theres room outside the bolt holes for a quarter inch bubble weatherstrip or whatever you find that you like, a spacer below it could be made so the bolts draw down without puckering the fender.

Thats my at work response anyhow.

I used hockey stick tape on my fenders and the welting. The tape sticks well. Used it on my windows to slide in the track also.
You never have time to do it right the first time but you always have time to do it again.

I just ramble from the hip typing, so

If the pic is too big, apologies but I think you'll find it worth the scroll.

I ain't even sayin theres anything useful there. Just thoughts stashed in a box for when my project reaches that point.

Years ago , If we used a welting between the fenders and body..  We used marine grade vinyl sewn around the inner core material.. It would hold up better in the sun.
