No blower motor in 93 mercury Topaz

Power on both sides of the fuse but nothing to the motor or resistor,took a tool battery and the motor works so the problem is either the switch or in the heater control head. Could anything in the control head cause the blower motor to not work.

Without a diagram, I'm not much help. I would look at the control to see if it's only vacuum. Sometimes, the fan switch is the problem but the power going to the fan switch has to be determined. If the control head is the power supply to the fan switch, that would be where I started.
