A gentleman stopped at the shop with white line paint sprayed down the side of his black P/U. The stuff is like cement. Is there a way of getting this stuff off short of sanding & repaint?

Lots of videos on Google about that. The one I watched used lacquer thinner! Not sure I'd try  that, but there was many more videos.

How big are the spots? I'm thinking a run shaver with the blade set a little high. It will get the biggest part of it off, then you might be able to sand and buff off the rest without damaging the clear coat.
Welcome to hell. Here's your accordion.

Coincidently, a line marking truck caught on fire here. They were using a thermo-plastic paint that is heated. It caught on fire.
So, that stuff on your car may not be paint but plastic.

As luck would have it, the guy didn't show up, so I didn't have to deal with it.

We have been using a citrus aerosol cleaner at work called Citrol. The stuff works well, sometimes too well. If is is used on cheaper paint, it takes some of it off too.
I expect the highway striping paint is much tougher and this wouldn't touch it.
