61 Ford Galaxie fuel gage

I am having problems with the fuel gage in my car, the needle does not move. In trouble shooting it I get a pulsating reading at the gage, it goes from 12 to 0 and back over and over? I would assume this is not right and that it should read a solid voltage number? Any idea what would cause this? Could the instrument panel voltage regulator cause this?

That is the way it should work. The IVR pulsates the voltage from 0 to 12, averaging 6 volts. the gauges are actually 6 volt gauges.

Hook a wire to the sender terminal on the gauge, and ground it. the needle should move. If it doesn't the gauge is the problem. If it does move, the sender, or sender wire is the problem.  Sender should be 73 ohms empty, 10 ohms full.
