Noisy Ford 8" Rear End

I have a Ford 8 " rear end ... I think it is a late model with the extra ribbed housing (WCZ-V1).  It has a rubbing noise like when you have a bent bicycle wheel and it hits the fork.  It does it under load, but not when I put the trans in neutral.  Tapping the brake makes no difference.  Does this make sense?  What do you think it might be?  I have pulled the third member and ring gear looks good and unit looks like it might be rebuilt.  Help? :?:

I would guess a brake shoe rubbing on a drum.
