headlights wont shut off

My everyday driver is a 98 Plymouth Voyager. recently I had the left side running lights not working after checking and replacing the left side fuse, it works great.....BUT!. the headlamps now remain on ALL the time. Key on or off, engine running and engine off! the only way to shut them off is to remove the fuse or the relay. I tried to replace the relay and it still does the same thing. CAN ANYONE HELP? :?:

Might want to plug in to the body controller and see if there are any DTC's .
