What is this in the water pump port?

I was painting a new engine today.  I had rotated the engine over after masking it to paint.  When I removed the masking I found these two soft cylinders in the water pump ports.  My guess is that they are a water pump lubricant.  Who know for sure what they are?

Try resizing your picture; it may be too large.

Looks llike moth balls...er, octane booster from here. A new application...water improver.
