tilt column in 55 chevy

I have a tilt column in my 55, don't know what it came from. The problem is that the previous owner didn't index the column when he welded the rag joint flange on. when I am sitting with the left directional on any touch of the wheel and it will shut off. I will have to grind the flange off and reweld in the proper position but how do I know what that position should be? Can anyone help?

If this is a GM column, it has a lock plate under the steering wheel. That is what indexes the turn signal cam. There is some ajustment in the cam, but the lock plate has to be close to the right position to make it work.

the lock plate has a missing spline that only lets it go on one way. But you can remove another spline, so you can reposition it in the right place, then reinstall every thing in the right position.

If this is not clear, I can take some pictures to show you how to do it.
