It's a long standing debate around here...

Should I sandblast, epoxy prime THEN do body fill?

The norm seems to be sandblast, body fill then epoxy prime.

Although the first method will require a lot of epoxy primer retouching, it does assure that every piece of bare steel is epoxy primed.

Any help would be greatly appreciated.

I blast, prime, and then fill. For me it works.

Blast, Metal prep, Prime, Fill....Metal prep and prime as soon as you can because it will start to rust the second you are finished blasting.
You can fill right over epoxy primer, however you do need to scuff it first #80 works good.
By the way I'm sure most of us know this but the dust from silica sand is a killer if you don't use the correct precautions.

Scuff epoxy primer with 80 grit?   The primer  stuff I used years ago was  thin coat , 80 grit would hit metal with one pass.

What  primer is used now?

If you are using one of the current epoxy primers like PPG's DP series you would not cut it in one pass even with #36. but even if it did cut through it wouldn't matter.
