Title: GM Model Year?

I have a 62 Buick Special Convertible  and have just removed the diff and fuel tank to do some serious floor replacement.
Wedged between the tank and the floor is the remnants of what looks like a build sheet.
It has a date OCT 31st.
My question is did GM run their model years from Jul to Jun? making this an Oct 1961 build.
Or did they go Jan to Dec making it a 1962 build?.

It would be Oct. 61. Back then they usually started in late july early Aug. building the new cars.

This was a wierd place to find such paperwork, when I dropped the gas tank .I am surprised how a sheet of paper survived. the 48 yrs
The rust holes in the top of the tank caused by contact with the rotten floor ,also vindicated my decision not to use the angle grinder before tank removal.
