What are these?

Got these in a box of items. Any guess what they are?

I have seen pins in concrete forms that are similar but they would have hammer marks on the shaft and not be tapered. At least the round end appears tapered.

looks like they are made to fit the harding hole in an anvil? Best guess , used to put the kick-up in a horse shoe ? :-\

Very similar discoloration/contact pattern on each of the tapered ends would suggest they were held/positioned by a tapered hole . looks similar to a morse taper.

Tool marks look like the groove was cut in a horizontal mill .

Chisels for an air tool. I gave a bunch of them away awhile back.
