700r4 will not go into 4th gear.

Hi,  I just rebuilt a 700 r4 that was in a 91 deisel surburan.  This is number
three for me and when i put it together it doesn't want to go into 4 gear.  All
the other gears are very firm and hold great.  When you have the selector in od
and when you are up to speed it feels like it is free wheeling.  Once you give
it some more gas i starts pulling in drive again.   I did the normal rebuild kit
with steels, installed an alto 8 clutch 3-4 clutch pack 0.028" clearance which
the instructions said, a 0.470 tv boost valve, new 13 vane pump, New bearings
front to back and a new lockup convertor, cooler lines were flushed,  I air
check everything when i assembled it and everything was good.   If drive holds
well the 3-4 pack isn't the problem right?  The orginal problem with the trans
was it slipped alot and than it wouldn't go into 4.  The only problem i could
see was that the band was gone.  I think the band is not applying.  The book
said bad governor, and stuck valves in the valve body.  I tried a different
governor and valve body and no luck.  Please help me out.  Thanks.

Crosley is the man. he knew what it was right away.  It was the 3-4 shift valve.  I would stroke all the vavles as far as i could with a small screw driver with on that valve was about 1/8".   When i removed the other valve body that I installed the same vavle was stuck also.  I took the orginal valve body and looked at it and the 3-4 shift valve was also stuck.  I disassembled the 3-4 shift valve on the orginal v-body and reinstalled it.  When i was retorquing the bolt it felt like i was tighting them down alittle bit more then 8 ft/lbs.   I grabbed another torque wrench and it didn't seem to take as much to reach 8 ft/lbs.  I think i was overtorquing the vavle body and causing the body to distort.

I have learned over the years that all major shift valves must be pulled from the valve body before cleaning.  I hone each v-body bore where an aluminum  sleeve installs.  I lightly polish the shift valves with 400 grit paper


in the early 700r4 daze GM engineers were telling folks to tighten the bolts near the TV valve line up to only 6 foot pounds,  all others at 8 ft pounds.

I run everything down to 97 inch pounds
