If I slip some, let's say, 20 gauge sheet between the understructure of a hood and the skin, positioned in a flattish part of the hood instead of where the nose rolls over, will it telegraph through?

Round corners, and do not glue/weld/fasten to the skin it will likely be okay. If the skin is damaged, all bets are off.
Welcome to hell. Here's your accordion.

Fairly certain I don't understand the question. Sounds like rattle and rust potential though.

How wide a distance from the support you are spacing.
What is the reason to add the spacer?
How do you propose to attach the spacer to the existing support?

ABS plastic sheet might be an alternative.

Thanks. The purpose is to create a flat surface on the underside of the hood to help seal between an air cleaner and a hood scoop.
